The City of Whittier initiated the redistricting process in September 2022. This webpage hosts potential new maps, datasets, community outreach events, census information, staff reports, and public hearing information.  Scroll down the page to the desired section. Why is the City undergoing redistricting?

State law requires each city that use district-based elections review their current council districts following the receipt of new decennial Census data to ensure that districts remain compliant with Federal and State requirements. There are no legal disputes of existing district lines. The initial analysis found that City Council districts can remain the same or be altered to improve the deviation from a perfect balance. Community input is highly desired for this process. If you want the existing Council Districts to remain you can advocate via the public hearing process or if you would like to see slight changes you can also propose changes using mapping tools found below:

At the March 14, 2023 City Council meeting following Public Hearing #4, the City Council majority selected the existing district maps as the preferred final map. City Council introduced and conducted first reading of Ordinance No. 3146, establishing District Boundary Lines for by district
election of council members resulting from the 2020 US Census Redistricting process. 

The second reading and adoption is expected to occur at April 11, 2023 City Council meeting.

Redistricting Mapping Tools

The City of Whittier has developed several public mapping tools to assist the public in drawing maps. There are different tools for different purposes, and different tools for different levels of technical skill and interest.

Available mapping tools include:

1. Paper-only maps for those without internet access or who prefer paper. 

2. Dave’s Redistricting App (DRA), a simple online map drawing tool to easily draw neighborhoods or communities of interest.

DRA allows members of the community to create and submit proposed district maps for the City of Whittier. Follow the instructions below and visit this “How To Guide” for more information on how to use DRA. A five-minute YouTube tutorial is available here. A more in-depth tutorial can be found here.

  • Create a user account by 'Singing Up' at this link and access the Whittier template and click the paintbrush icon in the upper left corner to “Make an editable copy of this map.” You need to be logged in to your free account to make edits.
  • Once you have drawn your map, please email a link to map and the plan name that you published to ccd@cityofwhittier.org (otherwise the City will not know you have drawn it and will be unable to include it in their deliberations).

3. Interactive Review Map to review, analyze, and compare maps, not to create them. Zoom in and out on map boundaries, search for addresses and other locations, and view draft maps (once the draft maps are released). Similar to Google Maps in ease of use.

Submit maps to ccd@cityofwhittier.org.  After you submit your map, the demographic consultants will generate the population and other demographic details for your proposed map. Maps can be viewed on the Draft Maps page or on the Interactive Review Map.  

It is helpful if you submit written comments with your map describing how your map was drawn to meet the required criteria. An example of this would be describing the specific neighborhoods or communities of interest that are kept within a single district.

If you would like to submit a map created using your own software, please email ccd@cityofwhittier.org and include: (1) a GIS Shapefile and/or a Census Block equivalency file (using 2020 Census Blocks); and, (2) a description of the choices and key points of your map.

Resident Requested Information:

District 1 - Groves Development: The Census was conducted from April 1 - October 16, 2020. The Groves received their occupancy certificate in September 2020 and residents started to move in shortly thereafter. 
There are 556 permitted units estimating approximately 1,768 residents based on room occupancy:

  • 1-bedroom: 24
  • 2-bedroom: 72
  • 3-bedroom: 240
  • 4-bedroom: 220
