Bio

The department is charged with the administration of the City’s human resources functions and risk and emergency management responsibilities.

The Human Resources Division provides a variety of technical and legal analysis and assistance to all City departments related to personnel and employment matters. The division handles recruiting and application processes for all City employees and volunteers, and also provides staffing and support services to the City’s Personnel Board, which is responsible for handling matters related to full-time, classified employees. It also provides critical support related to labor relations, employee assistance programs, and employee development opportunities.

The Risk & Emergency Management Division oversees the City’s claims, insurance and disaster response programs. The division handles all matters related to employee health benefits, general liabilities, workers’ compensation and property insurance. Staff also actively participates in the California Insurance Pool Authority and CSAC Excess Insurance Authority. In addition, the division also provides support and assistance to both the organization and community related to disaster preparedness and emergency operations responsibilities, including management of the City’s Emergency Operations Center and participation in the Los Angeles County Area E Disaster Management Authority.

Goals of the Human Resources and Risk Management Department include:

  • To provide excellent service to both internal and external customers.
  • To effectively handle the City’s human resources needs.
  • To administer and monitor the City's employee benefit programs, including group health, deferred compensation, CalPERS retirement and COBRA rights notification programs.
  • To oversee a variety of comprehensive risk management programs in an efficient and cost effective manner, with a focus on mitigating the City’s liability exposure.
  • To provide effective and reliable emergency management and disaster preparedness resources.
