Welcome to the City of Whittier’s Document Management System.  The City is committed to making public records available.  The City Clerk Department acts as the custodian of all official records for the City.  Our goal is to provide prompt access to all public records.

On this page, you can search for Building Permits and City Council minutes, ordinances, resolutions and agenda reports, Budgets and Annual Financial Reports, and Board and Commission Minutes.  You can also search for agenda reports, minutes, and meeting videos by visiting our Agenda and Minutes page.

New to the Document Archive are Building Permits.  The City is in the process of scanning its paper building permits and making them available for searches on this page.  As sets of permits are returned, they are added to the collection, so check back to see if your address has been added.  The scanning project should be completed by the end of July.  Open building permits can be viewed by logging on to the City’s Permits and Inspections page.

Below are examples and guidelines to follow when using the Document Archive search:

  1. Select a Search Type (Document) from the list
  2. Enter a search term for any of the keyword data fields surrounded by *, for example, *Hadley* or *storm drain*.  If searching for a street, you can use the drop down list by clicking on the down arrow at the right of the search box, or enter the first letter of the street name followed by an *; for example, Wh* will give you all street beginning with “Wh” (Whitley St, Whittier Ave, Whittier Blvd, etc.)
  3. To use the full text search, enter a minimum of three characters in the Search Term box.  You can search for an exact phrase by surrounding the words with double quotes “ “; for example, “storm drain”.
  4. View past public comment by selecting the search type "City Council Agenda Item - Keywords" and in the 'Agenda Item Caption' field type *public comment* and the date of the meeting.
