The City of Whittier offers a UUT Exemption to qualified residents. Applications may be submitted to qualify for an exemption from the City’s 5% utility tax on electric, gas, telephone, water and cable services. If the combined prior calendar years’ income for all members of the family or household residing together with the applicant service user was $62,400 or less, you could be eligible for the exemption.

Residents can bring the application and supporting documents to City Hall or mail to:

Once filed, applications will be reviewed in the order they are received. Applicants will be sent a letter regarding the outcome of the City’s review. If your household qualifies for the exemption, the listed utilities will be notified of the exemption which will be in place for 12 months from the time of implementation. It can take 30 days or longer, from the time your application is approved, for you to see the exemption on utility bills due to the variety of billing cycles used by utility companies. Residents receiving exemption approval will need to confirm their qualifying status each year to maintain the exemption.
